Supporting the Next-Generation AFC System in the Greater Vancouver BC Area
Peer Review and Independent Cost Estimate – Translink (Vancouver, Canada)
TransLink, the regional transportation authority for Metro Vancouver, British Columbia, oversees a comprehensive network that includes SkyTrain, West Coast Express, conventional bus services, and paratransit.
In 2024, Clevor Consulting Group (CCG) conducted an in-depth procurement study of peer agencies and developed a high-level Independent Cost Estimate (ICE) to support TransLink during the planning phase of its next-generation Automated Fare Collection (AFC) system. Despite a tight two-week timeline, CCG delivered a comprehensive Board presentation featuring detailed infographics that compared nine peer agencies that had recently procured or upgraded their AFC systems. The presentation highlighted key factors such as cost, implementation timelines, procurement approaches and agency characteristics.
Next Gen AFC Procurement and Technical Advisory Support for World-Class Region and Agency
In 2025, Clevor Consulting Group (CCG) was awarded a contract to serve as the procurement and technical lead for TransLink’s Compass Modernization Program. As procurement lead, CCG was responsible for evaluating and recommending a formal procurement strategy to guide the competitive process. Our team supported the development and assembly of the Request for Proposals (RFP) package, including vendor response templates, pricing sheets, evaluation methodology, and terms and conditions.
On the technical front, CCG worked closely with TransLink to draft tailored technical specifications for the next-generation solution. This effort included facilitating onsite stakeholder workshops, gathering input across departments, and developing requirements that balance technical precision with solution flexibility. By combining deep industry expertise with collaborative engagement, CCG ensures that TransLink’s modernization objectives are met through a robust, future-ready procurement and technical framework.
