Fare Collection Procurement Advisory Services—Metrolinx (Toronto, Canada)

Metrolinx is an agency of the Government of Ontario created to improve the coordination and integration of all modes of transportation in the Greater Toronto and Hamilton area (GHTA). They are responsible for the operation of the largest transportation investment in Ontario’s history. PRESTO, Ontario’s transit payment system, was designed in the early 2000s as a joint project of several municipal transit agencies. The system currently supports eleven transit agencies across the GHTA and Ottawa, and enables riders to move seamlessly between the transit systems.

The 2022 Procurement Program is being undertaken to replace the current contracts that Metrolinx has with its prime vendors, introduce a more flexible operating model, and deliver innovative new payment options to customers. CCG was contracted in 2021 to provide consulting services and project management support, and serve as the author of the technical specifications for their tendered procurement. Metrolinx has leveraged CCG ‘s expertise to develop an industry-leading design and implementation strategy, designed and documented using a well-proven methodology.  CCG support has brought clarity to the solutions and services being procured, driven key decision making, enabled options and impacts to be assessed, and resulted in the clear articulation of required outcomes. The modernized services that Metrolinx procures will complement a new operating model, giving more focus on the customer and operational excellence by the agency.
