Informing the Next-Generation AFC System in the Greater Vancouver B.C. Area

Peer Review and Independent Cost Estimate – Translink (Vancouver, Canada)

Clevor Consulting Group (CCG) conducted extensive peer agency procurement research and developed a high-level Independent Cost Estimate (ICE) to assist TransLink through the planning phase of their next-generation Automated Fare Collection (AFC) system. The project was completed over a tight two-week timeframe and included a Board presentation with detailed infographics to highlight the differences between nine peer agencies who have procured or upgraded their AFC solutions within the last five years. The Board presentation focused on cost, implementation timeline, procurement type (e.g., upgrade with their existing vendor or new procurement) and agency characteristics for size, modes, ridership, service area and regional partnerships.

CCG worked with TransLink to develop a high-level ICE to procure a new AFC solution competitively. This cost estimate provided a detailed breakdown of costs by program delivery, equipment, applications and back office, and other elements typical of AFC solutions for agencies of similar size and scope to inform the capital and operating costs. As part of this initiative, our team captured key inputs to the estimate, including but not limited to ridership, revenue, quantity of equipment by component type, major new features and functions desired by the agency, third-party integrations, and system maintenance and operations roles and responsibilities. The final deliverable was a workbook with the high-level ICE data, which TransLink could update in the future.

CCG met TransLink’s timeline by streamlining the required research and leveraging information CCG gathered for similar initiatives recently conducted by our team, publicly available data, relevant studies and evaluations provided by TransLink, and interviews with peer agencies to gain the most up-to-date information.
