Developing a Business Case for Integrating Bike Share Toronto with PRESTO

PRESTO Integration Study – Bike Share Toronto (Toronto, ON)

Clevor Consulting Group (CCG) is currently working with the Toronto Parking Authority (TPA) to develop a comprehensive business case for integrating Bike Share Toronto with the PRESTO regional fare collection system. This study establishes the foundation for seamless multimodal travel by ensuring that customers can use a single fare system across transit and bike share.

The scope of work includes conducting jurisdictional scans and peer agency reviews to identify best practices from comparable systems, facilitating workshops with TPA, the Toronto Transit Commission (TTC), and PRESTO stakeholders to define goals and requirements, and developing a Concept of Operations that outlines governance, technical integration, and operational strategies. CCG is also evaluating multiple integration options, analyzing fare and pricing policies to strike a balance between customer simplicity and revenue objectives, and conducting a structured risk assessment to anticipate challenges and propose mitigation measures.

The intended outcome is a robust, evidence-based business case that provides TPA with a clear and actionable roadmap for advancing PRESTO integration with Bike Share Toronto. This roadmap defines the governance framework, technology approach, and pricing strategies required to support a seamless customer experience and long-term financial sustainability.
