Key 2.0 Vision and System Modernization —
Southeastern Pennsylvania Transportation Authority (SEPTA)
The Southeastern Pennsylvania Transportation Authority (SEPTA) operates more than 2,800 vehicles including bus, light rail, commuter rail and subway, with over 225 million annual trips. SEPTA hired Clevor Consulting Group (CCG) to guide the agency through the planning and procurement to replace the Key 1.0 electronic fare collection system, first launched in 2016.
The purpose of this procurement, internally known as Key 2.0, is to improve the system functionality delivered to both customers and agency stakeholders, while also addressing some end-of-life components. CCG developed a comprehensive Concept of Operations (ConOps) for SEPTA. The ConOps outlined a high-level technology, procurement, and operations strategy for the new system. CCG also developed a comprehensive procurement plan with project phasing.
Thereafter, CCG led the development of the technical requirements and RFP to replace the existing system and streamline integrations. In supporting this effort, CCG worked side-by-side with SEPTA’s technical, procurement and legal staff to develop a clear and comprehensive fare collection system Concept of Operations, RFP, including the scope of services, pricing forms, technical submission form and requirements traceability matrix. CCG provided support to SEPTA during the bidding process and served as subject matter experts during the evaluation process.
CCG also supported the agency in developing technical requirements and assembling procurement packages for other technology systems, including parking and call center. These contracts were approved by SEPTA’s Board of Directors in early 2025.
CCG is contracted to act as SEPTA’s lead technical advisor during the implementation phase of its new AFC and related technology systems. CCG is providing comprehensive support to ensure the successful rollout of the Key 2.0 fare collection program. This includes project coordination and technical advisory services, including the development of business rules and a transition strategy, and overseeing all technical activities including the review of design documents, facilitation of workshops, and support for all testing phases and public launch efforts.
