Trevor Findley
Principal
Trevor Findley is co-founder of Clevor Consulting Group, a boutique consulting firm based in Portland, Oregon, focused on bringing unparalleled technical talent to the transport industry. As a Principal with the firm, Mr. Findley helps transport agencies understand and adapt to the world of electronic payments by providing the knowledge and resources necessary to deliver truly innovative fare collection solutions.
Mr. Findley has over 18 years of experience as a Project Manager and Solutions Architect in the design and implementation of electronic payment systems. He is an industry expert in transport fare collection, and specializes in the development and delivery of real-time payment processing solutions that integrate emerging payment technologies with enterprise-class financial management applications. Mr. Findley is currently supporting the delivery of cutting-edge fare collection projects in Boston, Toronto, Philadelphia, Chicago, Baltimore, and Minneapolis.
Chris Tucker
Principal
Chris Tucker is co-founder of Clevor Consulting Group. As a Principal with the firm, Chris provides the in-depth experience necessary to deliver well-designed, customer-focused technology solutions, while improving operations and the user experience. By driving a project forward, while balancing technical requirements, policy decisions, user experience, and operations, he helps ensure complex fare collection projects are implemented on time and on budget. Chris has unmatched experience leading the design and implementation of account-based fare collection systems in North America.
Prior to starting Clevor Consulting Group, Chris led TriMet’s Revenue Operations, including the design and implementation of the award-winning, account-based, open architecture Hop Fastpass® fare collection system in Portland, Oregon. This system involved the integration of over ten different vendors, including an integrated retail network with several hundred stores, a consumer and institutional website, Android and iOS mobile apps, and the world’s first NFC-based virtual transit card for Android and iOS devices. Chris also managed the agency’s merchant services, revenue collection and controls, and field equipment maintenance, including Ticket Vending Machines, digital displays, CCTVs, and the communications infrastructure on bus and at rail stations.
Toshi Forrest
Principal
Ms. Forrest brings decades of designing, developing, and implementing technology solutions for transport and transportation agencies. By leveraging her practical experience working in both the public and private sectors, Ms. Forrest can work effectively with agencies and vendors to implement coherent and practical technology solutions. She is a subject matter expert in fare collection solutions, having focused on designing, developing, implementing, and operating mobile payment and validation/inspection solutions. Toshi has broad transport technology experience, including computer-aided dispatch/automated vehicle location (CAD/AVL) systems, fare collection, and safety and security solutions.
Before joining Clevor Consulting Group, Ms. Forrest was the Fare Revenue Systems Manager at TriMet, serving as the agency technical lead for the implementation of the Hop Fastpass® fare collection system.

Ilia Bruns, PMP
Project Manager
Ilia Bruns is an experienced technical subject matter expert and project manager, managing and successfully delivering many complex software projects in both the telecommunications and transportation industries.
Since joining Clevor Consulting Group (CCG), Ms. Bruns has been a key asset, assisting numerous agencies in researching, designing, and implementing advanced transit technology solutions. Her leadership, technical proficiency, and deep understanding of agencies’ needs have played a crucial role in guiding projects to success. Serving as both a project manager and technical subject matter expert in fare collection solutions, she excels in various aspects of project management and technical advisement, including business analysis, requirements gathering and writing, schedule review, stakeholder management, and solution evaluation.
Drawing from her extensive background as a technical SME, project manager, software tester, and technical writer, Ms. Bruns has delivered tailored transit solutions to clients across diverse locations, including Ireland, Portland, Salt Lake City, Boston, Philadelphia, Toronto, Baltimore, Minneapolis, Indianapolis, and more. Currently, she’s project managing the MTA’s (Baltimore) next-generation fare collection project for the CCG team.
Before joining Clevor, Ilia was a software tester and then lead technical project manager at AT&T, she later transitioned to the public sector, assuming the role of lead project manager for HART’s Flamingo Fares™ regional electronic fare collection system in the greater Tampa Bay area.
Angela Chen
Business Analyst
Ms. Chen obtained her Bachelor of Science in Business Finance with Magna Cum Laude distinction at Oregon State University.
She has pursued a range of both qualitative and quantitative aspects of finance. Her academic breakdown includes financial and managerial accounting, statistical inference, economics, advanced and international financial management, financial institutions, investments, international business, financial risk management, and commercial banking.
Ms. Chen joined CCG in February 2022 as an accountant and is primarily responsible for bookkeeping, invoicing projects, overseeing hours for payroll and projects, month-end closing, monitoring financial health of projects, and reconciliation.
Paul Cheng
Project Manager
Mr. Cheng brings over 15 years of diverse work experience in developing and implementing integrated transit technology projects and policies in both the private and public sectors. Leveraging his strong skills in transit planning, policy creation, project management, stakeholder engagement, and technical writing, Mr. Cheng helps agencies deliver new technology solutions that complement the agency’s existing transit infrastructure while remaining on time and within budget.
His experience working for TransLink (Vancouver, BC) and moovel NA has given Mr. Cheng’s a broad understanding of transit’s unique challenges and opportunities from both public and private section perspectives. He specializes in transit policy and policy creation, MaaS solutions, strategic transit planning, financial analysis, contract negotiations, and procurement procedures.
Mr. Cheng is the Project Manager on multiple projects for CCG including SEPTA (Philadelphia), Metro Transit (Minneapolis-St. Paul), and IndyGo (Indianapolis).
Kiriahna Edeline
Business Analyst
Ms. Edeline is a Business Finance graduate from the University of Oregon and has started her business career in the payment technology consulting industry. Ms. Edeline has pursued a range of financial aspects during her time at the University of Oregon and her academic breakdown includes financial and managerial accounting, financial markets and investments, international financial management, financial banking, financial analysis and evaluation, operations and business analytics, and cross-cultural business communications.
Ms. Edeline joined CCG’s internship program in June 2022 and has been hired onto the team as a business analyst and junior consultant responsible for assisting company-wide projects and tasks, overall business models, and operations.
Isaac Elliott
Solutions Architect
Mr. Elliott has over 18 years of information technology experience including development, operations, department and executive leadership, and compliance. Since 2012, he has been working in public transit, having been a key member of the team at GlobeSherpa that built and deployed one of the first mobile ticketing solutions in the United States.
While at GlobeSherpa, Mr. Elliott oversaw technical delivery and operations for projects such as TriMet Tickets, Virginia Railway Express, San Francisco Muni, and the Ventra Mobile application in Chicago. In 2016, industry leaders RideScout and GlobeSherpa merged to become moovel, where he continued, serving as the VP of Engineering from 2021 until joining Clevor in October of 2023.
He is passionate about public transit and through his work with Clevor Consulting Group, he is leveraging his professional platform to continue working with vendors and agencies to improve the accessibility and usability of public transit for riders, as well as the efficiency of fare collection for client agencies. He is enthusiastic to discuss the use of technology and how it can be leveraged to achieve these objectives, with a focus on operations, security, and compliance to ensure the development of high-quality systems that generate value for both riders and agencies.
Anthony Johnson
Solutions Architect
Mr. Johnson has over 8 years of technical experience, spanning disciplines which include software development, system design, project engineering, and technical consulting. He had previously led the technical delivery of the Clipper® card in Apple Wallet® and Google Wallet® as the lead engineer and has helped shape next-generation fare collection solutions for several transit agencies as a consultant. Mr. Johnson provides a wealth of experience in requirements development, system architecture, system integration, testing, and stakeholder management, and is focused on assisting transit agencies deliver high-quality payment systems.
Mr. Johnson joined the firm Clevor Consulting Group in July 2021 to help improve lives through technology and has developed a growing reputation in the fare collection industry.
Emmy McCormack
Project Coordinator
Ms. McCormack has 19 years of experience in government contracting, program coordination and administration. She was responsible for the research, design, and implementation of two (2) Federal entities at two (2) separate companies and built multimillion dollar divisions at both firms. One of her many achievements was managing the largest project with the most significant investment made in the history of the company reporting to the CEO. Ms. McCormack has worked with the Federal Government to procure projects at the State, Federal and Local level and has vast knowledge of the RFP/RFQ process, including GSA Schedules, Program procurement and working with the Small Business Administration (SBA).
Michelle Picard Cousins
Consultant
Ms. Picard Cousins has over 17 years of experience developing, managing, and delivering multiple fare collection initiatives and strategies. This includes successfully delivering the Toronto Transit Commission’s first Multi-Year Fare Strategy: The 5-Year Fare Policy, and 10-Year Fare Collection Outlook is a roadmap for fare policies and collection technologies while ensuring that customers remain the focus.
Ms. Picard Cousins background leading projects at a large-scale transit agency gives her a unique understanding of their challenges, opportunities and complex environments. Her experience has afforded her a well-rounded skill set, including critical thinking, strategic planning, and project implementation. She excels at relationship building by leading stakeholder engagement, governance and public consultations; design thinking by brainstorming and piloting concepts; and fare policy, governance and fare strategy development, including creating and identifying connections through analytical and critical thinking.
Brian Ross
Implementation Lead
Brian has over 12 years of industry and consulting experience in the areas of tolling, transit operations, and fare collection systems. Early in his career in New York, Brian managed the initial planning stages of OMNY for MTA Metro-North before moving to Oregon to help launch Hop Fastpass for Portland’s TriMet. Since then, he’s been instrumental in the successful implementation of multiple automated fare collection systems throughout the Western US. Brian is motivated to implement systems that push the industry forward in new ways and show the value of public investment and strong governance—with an eye toward designs that serve all stakeholders—from the diverse customers who ride transit to the staff who maintain equipment and back-office applications. Brian’s also interested in emerging technologies, leveraging the open architecture of fare systems to create world class payment and mobility solutions.
Brian is qualified in requirements development, system integration, product management, testing, customer service, and marketing and communications.
Lacey Schaich, PMP
Consultant
Ms. Schaich specializes in electronic fare collection, transportation project management/coordination, and developing Standard Operating Procedures and other technical documentation. Since 2009, she has been immersed in INIT-based transit smart card systems, starting with a nine-transit operator system in the Sacramento, California region. Ms. Schaich led the development and implementation of the Connect Transit Card in Sacramento and expanded her experience with the Hop Fastpass™ in Portland, Oregon, and on to a range of systems across the U.S., from Honolulu, Hawaii to Tampa, Florida.
Ms. Schaich worked in regional government for ten years, managing a variety of transportation planning, funding, and technical multi-jurisdictional projects. Her experience also encompasses active transportation, regional planning, community event organization, and working group facilitation. After moving to Portland, Ms. Schaich founded Schaich Consulting, a sole proprietorship, that she owned and operated for seven years before joining CCG. She continues to expand her experience in electronic fare collection while providing flexibility for her growing family.
Marlene Stoeckl
Business Development Admin
Ms. Stoeckl has over 16 years of experience in business.
As a Regional Manager for Dialogue Direct, an Austrian based company that expanded into the U.S. in 2003, she was asked to launch and implement the structure for a new-found regional office in the Bay Area. Her West Coast territory afforded her the ability to commute between San Francisco, Portland, Seattle and the coastal towns of California. Ms. Stoeckl’s San Francisco launch for Dialogue Direct became known as the most successful campaign in the entire U.S. for the company, as her team averaged over 200 new long-term sponsors per week. Ms. Stoeckl was the first female Team Lead in Austria to earn the “Team Leader of the Year Award.”
Marlene joined Clevor Consulting Group in January 2023 in an administrative business development role to support the company with customer outreach and procurement support.
Tom Strader
Consultant
Tom Strader brings over 20 years of experience in the transit industry to the Clevor team. Tom’s background includes 17 years at TriMet where he managed Fare Policy and Programs for the agency’s Public Affairs Division, and 3 years at South Clackamas Transportation District as the District Manager, leading all activities related to the successful operation of a transit system. Tom uses his experience and knowledge to help transit agencies navigate complex policy issues, while remaining focused on the core customer experience.
Tom has helped design and manage a wide variety of projects in transit, including leading the implementation of the nation’s first multi-modal transit ticketing application for smartphones. He also served on the steering committee for the Portland-Metro region’s innovative electronic fare collection system, Hop Fastpass. Currently, Tom supports fare collection projects with innovative policy and customer-focused solutions in Philadelphia, Baltimore, Minneapolis and Toronto.
Justin Vong
Consultant
Mr. Vong brings over 8 years of experience as a Software Engineer, inclusive of 3 years at Cubic Transportation Systems and 1.5 years at The Boeing Company. At Cubic, Justin developed fare collection software for various major transit agencies. This included both rail and bus devices where he focused on upgrading intricate systems to meet modern-day transit requirements. He worked on designing, coding, and testing Cubic’s Driver Control Unit products as well as embedded subsystems for their Ticket Vending Machine products. This included managing requirements, coding new functionality, lab, and production testing, and more. At Boeing, he collaborated with various teams within the Avionics department to develop and test flight software for three of Boeing’s latest 5G satellite programs. In addition to that, he managed software build releases, handled production and test database changes, and was crucial to project delivery through testing and auditing. His experience working on complex systems on a very granular level carries great value to our technical team and in supporting the agencies we work with.
Mr. Vong’s experience working with various sectors has given him a broad understanding of transit’s unique challenges and opportunities. He specializes in software design and development, project management, writing and working with detailed requirements, and testing. He is well-versed in several forms of testing such as manual testing, automated testing, acceptance testing, and production testing. Mr. Vong’s diverse engineering experience is imperative to the technical services we offer to agencies that work with Clevor Consulting Group in managing the complexities of the transit payment industry.
Sherry Zhuang
Consultant
Ms. Zhuang brings over 5 years of experience as a Project Engineer, specializing in systems integration and test of fare collection devices. She has extensive experience in managing the setup, configuration, and operation of fare collection systems, ensuring seamless integration with existing infrastructure.
Ms. Zhuang is proficient in interfacing with front-end and back-end software developers, third-party vendors, and regularly leads customer-witnessed workshops to demonstrate the end-to-end capabilities of fare collection and payment systems. She also delivers production software releases for critical firmware components, including key management and physical security features, and oversees the integration of new subsystems into legacy solutions.
Not only is Ms. Zhuang proficient in writing and optimizing SQL queries to retrieve, manipulate, and manage data from relational databases but she is also skilled in working with Linux and Unix-based operating systems. She is an expert in HTML for creating web page structures and CSS for styling and layout. Ms. Zhuang is also experienced in using Postman for API testing, debugging, and documentation to provide comprehensive evaluations of open architecture solutions for transit agencies.
